1915(c) Waiver Programs

1915(c) waiver programs are not open to new enrollment as of July 1, 2016, with very limited exceptions.
All Medicaid programs and services for individuals with I/DD—including the Section 1915(c) home- and community-based services (HCBS) waivers—will be part of managed care effective October 1, 2021.

What’s changing?

Beginning October 1, 2021, we’ll manage your claims processing and reimbursement. DIDD will still review and approve Person Centered Support Plans and will also manage the credentialing and quality monitoring processes for 1915(c) waiver program providers.

What are the three 1915(c) Waivers?

The 1915(c) waivers offer services to people with intellectual disabilities to help them live, work and be involved in their communities, with as much self-determination and independence as possible. The services are called “Home and Community Based Services” or “HCBS.” These waivers are operated by the Department of Intellectual and Developmental Disabilities (DIDD). They include the Self-Determination (SD) Waiver, Statewide (SW) Waiver, and Comprehensive Aggregate Cap (CAC) Waiver. These waivers are closed to new enrollment as of July 1, 2016.

The integration of the 1915(c) waivers into managed care is part of the transformation of long-term services and supports (LTSS) for individuals with intellectual and developmental disabilities. This integration will result in the alignment of all Medicaid programs and services for individuals with I/DD into the managed care program, under the direct operational leadership, management, and oversight of the Department of Intellectual and Developmental Disabilities (DIDD) and a single, seamless person centered system of service delivery for people with I/DD.
